Apparently two copies of this 48 page brochure exist in the BNF. These are the only ones we have been able to locate - so, VERY RARE! This is an argument in favour of a drastic (two-thirds) reduction to leave only the light brigades, still in 1869 potentially useful on the battlefield. The author of this first comprehensive treatise on administration was a prominent French lawyer and politician of the mid-19th Century.
