In 1917 the German Foreign Minister Arthur Zimmerman sent a cable to his Ambassador in Washington for transmission to the German Ambassador in Mexico, announcing that Germany was going to start unrestricted submarine warfare on all shipping, allied or neutral, in the Atlantic. the decoding of that telegram by British intelligence in 1917 ultimately helped to bring America into the war.
