The covers are bumped & lightly rubbed. xvi & 319 pages plus a 1-page list of publications by Lewis M. Haupt. There are some pencil notations & markings in the first prize essay. Very good. <p>First edition.<p>In his introduction, William Rhawn comments that there have been no improvements in the common roads to match the spectacular growth and improvement of the railroads. The University of Pennsylvania's competition aimed to remedy this situation.
