Orfield makes a case for regional government as a means of addressing the problems of declining center cities & inner-ring suburbs and rapidly-developing, but cash-strapped new suburbs, with the Minneapolis-St. Paul metropolitan area as his main case study, although he makes comparisons to Philadelphia, Chicago, and Portland, OR. At the time this book was written, Orfield was an adjunct professor at the University of Minnesota Law School as well as a representative for Minneapolis in the state legislature. He later served in the state senate before retiring from politics. He has continued to write on this topic, researching regional governance issues in metropolitan areas across America.
