Full title: "Letter from the Secretary of War, Transmitting a Statement Shewing the Whole Amount of Moneys Expended, by the Government, on the Military Academy at West Point; The number and names of the Cadets who have been educated there, from each state, district, or territory: Together with an estimate of the sums necessary for the support of said institution for the next succeeding three years. January 31, 1820. Read, and ordered to lie on the table."

Signed in type by J.C. Calhoun (a Letter of transmittal); W.K. Armistead, Colonel of Engineers (a Letter from the Engineer Department); William Lee (financial statements of West Point). Pages 7-12 publishes the "Rules and regulations for the government of the military academy at West Point."
